ILIRJAN CELIBASHI

Founder

Mr. Celibashi is the founder of CC Law, originally established as Celibashi Consulting in 2006 guided by a strong belief in the rule of law and the essential role of legal professionals in upholding it through private practice.
 
Drawing on experience shaped within the judiciary and public administration, he developed a disciplined and principled approach to legal work. This background led to the establishment of CC Law as a firm committed to high professional standards, ethical conduct, and respect for the legal profession. Through this approach, Mr. Celibashi built strong professional relationships, and a number of clients he advised at the firm’s inception continue to place their trust in CC Law to this day.
 
CC Law was created to provide client-focused legal services while maintaining a sense of social responsibility, including the provision of pro bono legal assistance to those in need. While Mr. Celibashi is no longer directly involved in the firm’s daily operations, the firm continues under the stewardship of the next generation, ensuring continuity of values and professional excellence.

SOLJAN CELIBASHI

External Legal Consultant | Former Managing Partner

Soljan Celibashi is a highly experienced attorney and one of the founding and long-standing members of CC Law. A member of the Tirana Bar since 2006, he has been associated with the firm for nearly two decades and served for many years as its Managing Partner, playing a key role in its development, reputation, and strategic direction. He currently acts as an External Legal Consultant to the firm, continuing to provide his expertise on complex legal and strategic matters.

Throughout his career, Mr. Celibashi has developed extensive experience in corporate and commercial law, advising domestic and international clients on a wide range of business and investment matters. His practice focuses particularly on contract negotiation, M&A, corporate restructuring, and strategic investment transactions.

During his tenure as Managing Partner, Mr. Celibashi led numerous legal projects involving company acquisitions, corporate reorganizations, regulatory compliance, and cross-border investments, advising clients throughout the entire transaction process—from legal due diligence and transaction structuring to negotiation and closing.

Besides his native Albanian, he is fluent in English, and Italian, enabling him to effectively assist both local and international clients in cross-border legal matters.

With nearly twenty years of professional legal experience, Mr. Celibashi continues to support CC Law and its clients, providing valuable insight and high-level legal expertise.

TELMA CELIBASHI

Managing Partner

Ms.Telma Celibashi has a diverse legal background, with a strong academic foundation and international experience. 

She has graduated with a Bachelor’s degree from The Hague University of Applied Sciences. Her studies were complemented by practical projects, including UN and ICC Moot Courts, as well as Due Diligence, in which she applied theoretical knowledge in real-world contexts. Ms. Celibashi holds a Master’s in European Union Law from Utrecht University, where she had valuable opportunities to engage with prestigious professionals in the field, including judges from the European Court of Justice.

Seeking to broaden her legal expertise, Ms.Celibashi gained practical experience at a criminal law firm in London, where she worked on complex cases involving conspiracy to supply drugs, attempted murder, and kidnapping. 

In 2023 Ms.Celibashi pursued a second master’s at IE University in Madrid, specializing in Alternative Dispute Resolution Mechanisms(ADR), during which she received training at the International Chamber of Commerce(ICC) in Paris. Her final thesis, “Advancing ADR in Albania: Combatting Judicial Deficiencies,” was awarded honors for its exceptional quality and contribution to the field.

Besides her native Albanian, Ms. Celibashi is fluent in English and has an intermediate proficiency in Spanish.

ISUF HAXHIU

External Senior Associate

Mr.Haxhiu has over 15 years of experience as a business executive and lawyer. His background spans litigation, corporate restructuring, real estate investment, and large-scale project management. He has led high-value ventures, including overseeing a multimillion mixed-use property development and turning around major manufacturing firms.

Mr. Haxhiu graduated in Law with honors from the University of Tirana and in Management at the University of St. Gallen, Switzerland. He has also completed continuing executive education programs at Harvard University and the University of Oxford.

His leadership style and expertise is grounded in strategic clarity, operational discipline, and a commitment to meaningful social impact and business success.
Besides his native Albanian, he is fluent in English and has elementary proficiency in French.

AMARILDO BREGASI

Associate

Amarildo Bregasi is an Associate at CC Law. He graduated from the five-year integrated Master of Science in Law program at the University of Tirana with outstanding results.

In addition to his studies, Mr. Bregasi has participated in trainings and projects organized by various institutions such as the Institute of European Studies, the European Union Intellectual Property Office, and the University of Pavia. During his studies, as Student Club President and Student Brand Ambassador, he has also played a key role in fostering professional development among his peers by designing and leading initiatives in collaboration with prominent institutions and organizations, including the Supreme Court of Albania, the Tirana First Instance Court of General Jurisdiction, the University Agency of the Francophonie, and Deloitte.

At CC Law, Mr. Bregasi brings his dedication and experience in corporate law, administrative law, contract drafting and negotiation, and legal research – developed through previous challenging professional engagements. Mr. Bregasi also possesses significant experience in M&A transactions: he has conducted legal due diligence on corporate structure, third-party agreements, employment, litigation, properties, concession matters, and has contributed to the drafting of detailed legal due diligence reports.

Besides his native Albanian, Mr. Bregasi is proficient in English and has moderate Italian proficiency.
