Ilirjan Celibashi Lawyer Tirana


Mr. Ilirjan Celibashi graduated as a lawyer from the University of Tirana, in 1992. In July of 1992, he started his career as a judge with the District Court of Fier and in December of the same year, he was promoted Chair of the District Court of Mallakaster, a position which he held until January 1998. In January 1998, he was appointed Judge with the Court of Appeal, Durres. In October of this year, he was appointed deputy minister of Public Order. He held this position until December of the same year, when he was released from duty. In February of 1999, he was again appointed Judge of the Court of Appeal of Durres. He served in this position until 2001. In February 2001, following a nomination of the National Judicial Conference, the High Council of Justice elected Mr. Celibashi member of the Central Election Commission (CEC). By the same time, he was elected Chair of the CEC, a position he held until April 2006, when his mandate was terminated. Under the leadership of Mr. Celibashi, the CEC prepared and administered elections to the National Assembly of 2001 and 2005, and local government elections of 2003. The election of 2005, marked for the first time since 1992, a peaceful, constitutional and legal rotation of power.
Following that, in May 2006, he was the co-founder of the “CC Law Office” a legal consulting firm which he directed until January 2013. In the elections for the National Assembly of June 23, 2013 Ilirjan Celibashi was elected to the National Assembly. In September of the same year, he was appointed Minister for Relations with the Parliament, in the government of the Prime Minister, Edi Rama.

Since November 2014 he is working for his legal office “CC Law Office”

He speaks Albanian (native), English and Italian.


Managing Partner

Mr. Soljan Celibashi was graduated in the Law Faculty (University of Tirana) in 2005. During his studies, he has been an active participant in many activities/projects organized by Non-Profit Organizations situated in the Republic of Albania, including the Albanian Helsinki Committee, Tirana Legal Aid Society (CAFOD) and the project of the City’s Advocate at the Municipality of Tirana.
From December 2005 to March 2006 has worked as a lawyer at “Kalo & Associates” Law Firm. Since April 2006 he is a member of CC Law Office Firm. His services are mainly focused on legal practices involving commercial companies, intellectual property and competition, labor relationships and interpretation and drafting of civil contracts.
He has been a member of Albanian Bar Association since 2006.
He speaks Albanian (native), English and Italian.



Mr. Altin Ibro joined CC Law Office firm in 2008. Prior to this he has worked for the Italian-Albanian Bank and the Tirana Chamber of Commerce and Industry.
Mr. Ibro graduated from Tirana University Law Faculty in 2006. He has attended several professional specializations, among others IPP, a 5 months studying and work internship at the German Federal Parliament. His main working fields are energy, concession, mine and tax, social & health insurances.
Mr. Ibro is a member of the Tirana Bar Chamber since 2009.
In addition to his native Albanian, he is fluent in English, Italian and German.




Mr. Plarent Ruka studied law at the University of Tirana (graduated in 2003) and obtained a Master of Law and Business degree from the Bucerius Law School (Hamburg) and WHU – Otto Beisheim School of Management (Vallendar, Koblenz), Germany (2010). He has attended numerous trainings and specializations during his career and is a winner and participant of different competitions.
In recent years, he has specialized on the related international aspects of business law and business management. Mr. Ruka has been working as a legal adviser to the Albanian Minister of Defense and the Minister of Health for about four years. He has worked in Tirana’s Municipality City Attorney Office, Central Elections Commission as a Public Relations Chief Unit as well as in other law firms and non-profit organizations. Mr. Ruka has been a lecturer of Public Law and Legislative Technique at the non-public University “Marin Barleti” in Tirana (2008 – 2009).
Mr. Ruka is a member of Albanian Bar Association, in Tirana.
Beside his native language Albanian, he speaks English, Italian and German.



Mr. Dauti was graduated as a lawyer in 2006. Previously he was graduated in the Faculty of Foreign Language (University of Tirana) for Italian language and literature. He is a member of the Bar Association since March 2007. Alban Dauti has worked as a legal consultant for different foreign companies performing their activity in Albania. He has a lot of experiences on negotiation and litigation. He is also licensed as “Authorized Representative for Industrial Designs, Trademarks and Geographical Indications”. Mr. Dauti joined CC Law Office Firm in 2010.

Mrs. Iva Balza studied law at the University of Tirana (2008-2011) and obtained a Master Degree from this University with high results (2011-2013).
Before joining CC Law Office she has worked at the Centre for Parliamentary Studies for six months; and as assistant of the Deputy Chairman in the Albanian Parliament for one year.
She has also worked for nearly two years as a lawyer for private companies with activity in the hydrocarbon field.
From 2013 she is an external Lecturer of Public Law and Constitutional Right at the Public University “Aleksander Xhuvani”. She has attended different Scientific Conferences and is author and co-author of many scientific papers.
Beside her native language she speaks fluent English and Italian.



Mr. Eno Bezati was graduated as a lawyer at the Faculty of Law, “Marin Barleti” University, Tirana, Albania (2013). During his studies, he has been an active member of many youth’ organisations dealing with youth’ civil rights in the Republic of Albania.
Since 2013 he is a member of CC Law Office Firm.
Mr. Bezati is a member of Albanian Bar Association, in Tirana, since 2014.
The law areas where he is focused are: civil law, employment, tax and custom law, administrative law, etc.
Beside his native Albanian, he speaks Russian and Italian.


Ms Bleranda Camaj was graduated in the Faculty of Law at the University of Tirana in 2012 and obtained a Master of Science in Civil Law from the same University in 2014. She is a member of Albanian Bar Association since 2015.
During her studies, she has been an active participant in many youth activities.
She has attended several professional specializations and internships in different areas of law.
Beside her native language she speaks English and Italian.
